Casas-Celaya, Comcast Cable, left, outgoing West Palm Beach Mayor Lois Frankel, center, and China Reed after ribbon cutting as The City of West Palm Beach opened its second Youth Empowerment Center Monday, March 28, 2011 at Gaines Park. The first at Northwood has been a resounding success, with more than 500 inner-city teens registering for programs and services. The new facility will offer a myriad of programs to help empower teens and give them critical job skills to be a success after high school.
